CARACAS, Venezuela (AP) - Venezuelas vice president said Wednesday the United States was "making a joke" of international treaties by not promptly extraditing a Cuban exile for his alleged role in the 1976 bombing of a Cuban passenger jet.

Posada is accused of plotting the bombing while in Caracas."Spokesman of the American government are putting themselves alongside illegality by attempting to make a joke of international treaties" that require the United States to extradite Posada, Jose Vicente Rangel said in a statement.Rangel did not refer to any specific bilateral agreements on Wednesday, but last week he cited a 1922 treaty between the U.S. and Venezuela, which he argued obliged the United States to extradite Posada.Posada, a naturalized Venezuelan, has denied involvement in the bombing.Posada is in U.S. custody awaiting a decision on whether he will be extradited to the South American country.The 77-year-old is expected to request asylum at an immigration hearing June 13. He was charged last week with entering the U.S. illegally from Mexico, which could lead to his deportation.Mexicos immigration commissioner said Wednesday that Posada left no record of his reported passage this year, indicating he was in Mexico illegally.Magdalena Carral said she had completed her report on Posada and handed it to the Interior Department. The report was sought by Cuban officials who had questioned how Posada could have passed through Mexico unnoticed.Officials in Washington said this week they wont bend to pressure from Venezuelan President Hugo Chavez, who has warned that diplomatic relations between the two countries could suffer if the United States doesnt hand over Posada.On Monday, U.S. State Department spokesman Richard Boucher said: "This is a legal matter, this is not a political matter.""As we look at his status here, we look at the provisional request for arrest, we look at it based on the legal facts," Boucher said.
