The population of 55 of 81 provinces increased, while 26Â provinces recorded a decline in population in 2008, according to the results of the "Address-Based Population Registration System" announced by TURKSTAT.

The Address-Based Population Registration System was established in 2007 by registering all addresses within the boundaries of the country into the National Address Database, and registering all Turkish citizens living at these addresses, which is linked to the Turkish Identification Number system. The system was then transferred to the Ministry of Interior--General Directorate of Population and Citizenship Affairs (GDPCA).

Since the beginning of 2008, changes of address have been updated by municipalities and a special administration within each province, on declarations of residents regarding their change of address that is then updated by the GDPCA.
