ISTANBUL - Han Yapı Gayrimenkul, a construction company formed by 17 businessmen under the leadership of Oğuz Satıcı, ex-president of Turkish Exporters’ Assembly, is having problems with its first project, the Isthanbul Evleri.

The site welcomed residents before its roads had been paved. Residents either cannot move in or have to struggle with the mud to reach their homes. The construction company blames the Kıraç Municipality, which denies responsibility as the site’s position is soon to be affiliated with the municipality of Esenyurt.

Consisting of 1,700 apartments, Isthanbul Evleri featured well-known geologist Ahmet Mete Işıkara among its consultants. There are 690 apartments in the first stage and 260 in the second. The buildings are influenced by Mediterranean and Turkish architecture and built as six-, seven- and eight-story blocks. The construction work on the first two stages has been completed and has welcomed residents. The site is under 24-hour surveillance and features many cultural facilities.

Blames the municipality
Ertuğ Yaşar, president of the construction company, said the keys to apartments were handed to residents before infrastructure, such as roads, had been completed. "The interior roads of the city blocks and their surrounding area were completed but construction of the roads around the site have not yet started," Yaşar said, adding that the roads are not their responsibility but the local municipalities, Kıraç or Esenyurt. "We paid taxes for the construction of these roads to the municipality back in 2006, but the local municipality cannot construct the roads due to insufficient funds," Yaşar said.

Hamit Öncü, mayor of Kıraç, said infrastructure work in the area, such as water and natural gas piping, has only been finished recently. "At the moment, the zone is a construction area." Kıraç said even if they put asphalt on the roads now, they would instantly be transformed into ooze. "That is why we saved funds from the 2009 budget for the area. However, our municipality will fall under the Municipality of Esenyurt during the election of March 2009." Öncü said they could only restore the main roads.
