In his letter, Holbrooke openly advises Bush to send US soldiers to moniter and keep the peace in Northern Iraq, noting that "both Turks and Kurds" would be pleased with such a development. Holbrooke also asserts in his letter that US forces would be well advised to get involved in trying to keep Kurdish-backed PKK terror forces from carrying out attacks inside Turkey. Holbrooke stresses that by engaging US forces in Northern Iraq, Bush would be sending the message to the world that "it has not given up on the goals in had when entering into Iraq."
