ANKARA - An Education Ministry circular states that universities should make proper introductions to prospective students, enabling them to choose the most fitting tertiary education according to their desires, interests and skills. The ministry says alcohol should not be used as a tool.

The Education Ministry has sent a circular to some universities warning them they were "organizing festivities that promote the use of alcoholic beverages during campus tours."and to "Take the necessary action to put an end to it," a newspaper reported yesterday.

The ministry’s circular demanded that students consuming alcoholic beverages on campus tours be reported so that they were dealt with based on the ministry’s disciplinary regulation for high schools, daily Hürriyet reported.

The circular, number 2008/87, titled, "Campus tours to universities" was signed by Undersecretary Muammer Yaşar Özgül. It indicated that the warning was issued in response to complaints from the Education Ministry’s General Directorate for High Schools and the office of the state minister responsible for women’s and family affairs. The circular also states that the basic goal of education is providing students’ the healthy development of mind, body and spirit.

Make proper introductions
The circular stated that universities should make proper introductions to students, enabling them to choose the most fitting tertiary education according to their desires, interests and skills.

The circular further read, "Recent information has reached our ministry indicating that during campus tours, which some universities organize for self-promotion, festivities are being organized that encourage the use of alcoholic beverages and may have negative effects on students’ psychological and educational states. It is understood that this situation disturbs many students and parents."

Foundations seek prevention
"Also, texts were sent to our ministry by individuals or public and private foundations demanding the prevention of such unfortunate events," the memo read.

The circular stated that campus tours organized to introduce universities were also a part of the education process; therefore, actions and environments that are deemed unfit for students should be avoided. The circular also said that principals or guidance counselors must accompany students on these tours and any behavior or environment that might adversely affect students before, during and after the tours should be avoided. The circular stated that campus tours should not exceed their scope.

If such situations arise, students who "act in violation" of the mentioned warnings and demands will be punished according to the ministry’s disciplinary regulation for high schools. It said that high school administrators who organized the tour should notify the ministry of those violations.

The circular ended with Özgül’s statement: "I request that the necessary care be taken and that the school administrations ensure the necessary precautions are taken."
