Military courts to be moved out of barracks

ANKARA - Military courts will be moved out of barracks to nearby locations in an attempt to align with European Union norms and international rules, a Defense Ministry official said.

The Justice Ministry requested the opinion of the Defense Ministry as to whether military courts could be moved outside of barracks under EU norms and in line with European Court of Human Rights decisions. The Defense Ministry, which solicited the opinion of the chief of General Staff on the issue, gave a favorable reply to the suggestion that military courts could be moved to a suitable building nearby.

Conveying the joint decision of the Defense Ministry and the chief of General Staff to the Justice Ministry, Lt. Gen. Ahmet Turmuş, the undersecretary of the Defense Ministry, said the move aimed to facilitate the entry and exit of judicial personnel to the military courts.

"In the Judicial Reform Strategy Draft, which is prepared as part of the government’s judicial reform package, it is stated that the required precautions should be taken in order to design such physical locations that would allow freer entry and exit for the related people to follow the hearings by moving the military courts outside the military facility zones," Turmuş said, adding: "Within the framework of a plan outlined by the Defense Ministry, it is possible to create the required environment by moving the military courts to buildings that are owned by the Defense Ministry and close to the barracks, or by building new, standard-type military-court buildings that have independent entrances and exits near the borders of barracks."
