The Palmer Commission's report on the "Marmara flotilla" is an extensive and thorough report. It deals directly with the events that took place on the night of the 31st of may 2010. The aforementioned flotilla attempted to breech a legal state enforced naval blockade.
The Palmer Report reaffirms the legality of the blockade, and the right of the state of Israel to enforce it in international waters.
The blockade was imposed by Israel as a means to curb arms smuggling into Gaza by the Iranian funded Hamas organization which has thus far fired an excess of 10,000 missiles and projectiles at civilian population in southern Israel.
During its enforcement of the blockade, the state of Israel managed to divert the passage of several maritime vessels without harm coming to either the vessels, or the IDF soldiers charged with enforcing it [blockade].
During the Marmara events, Israeli soldiers carrying non lethal arms boarded the ship in order to steer it to the port of Ashdod, at no point did the soldier intend to harm any on board.
Only after being attacked by tens of IHH members on board, who were armed with bats, knives and metal rods, did the soldiers act in self defense, thus resulting in the regretful death of nine of their attackers.
As recommended in the palmer report, Israel conveys once again its regret for the loss of human lives.
Israel will not how ever apologize for act of self defense taken by its soldiers.
Israel as any other sovereign nation holds the right to defend its civilians and soldiers.
Israel acknowledges the historic ties between the Turkish and Jewish people and in that light made great efforts in the past months to resolve said issues.
To our dismay these efforts did not succeed.
We deem it proper to emphasize that beyond reaffirming the legality of the blockade, the report also finds that a humanitarian crisis did not exist in Gaza, nor does one exist today and that those wishing to convey humanitarian relief to Gaza Should do so in coordination with Israel and the PA, through existing land borders.
The government of Israel assumes that Turkey will abide by international maritime laws in regards to maritime activity in the Mediterranean Sea.
The government of Israel expresses its hopes that a solution to end the crisis between the two nations will be found, and is working to achieve that goal.
