The military prosecutor's office completed its investigation into the "plan to fight reactionary movements" and decided that the document was not prepared at the General Staff headquarters. The office decided not to prosecute since the document was not original. The office said, "It has been seen that the mentioned document was not prepared at the General Staff and there is no such document. We have not seen any information, document, order or trace in electronic medium or records." The office said, "We seized 14 computers, including two used by the colonel (who is said to have signed the document). The colonel's cell phone was examined and his home was searched. A calligraphic examination of his signature on the photocopied version of the document was made. We also consulted with the Technical and Scientific Research Council of Turkey, or TUBITAK. Nobody could say that it was colonel's signature."
The military prosecutor's office decided that it was not authorized to investigate who was behind the preparation of the document and for what reason, whether it targeted the Turkish Armed Forces, or TSK, and how it was leaked to Taraf daily newspaper. The office sent the file to the Istanbul Chief Prosecutor's Office.

It said experts from the gendarmerie, the forensic medicine institution and the scientific research council, Tubitak, have examined the document and report that they "could not conclude a result since the paper was a photocopy." It also said that the police report was conflictive. The military prosecutor's office said that it would not prosecute Navy Colonel Dursun Cicek, who allegedly prepared the document.
