Turkey's pro-Kurdish Democratic Society Party (DTP) distributed a report titled, "The solution report for the Kurdish issue", which was published in the Turkish, English and Kurdish languages and distributed to the Turkish Parliament and foreign embassies.

The conclusion and the proposal put forward in the 20 page report can be summed up in two sentences:

- Amend the Turkish Constitution. Approve a proposal for regional parliaments (a hidden attempt at establishing a federation). And raise the leniency of the military...

- The outcome would allow us, as the DTP, to act as mediator to stop the bloodshed.

As seen from this report, the issue of terror has become one of bargaining... And even it is not obvious, the proposal of to act as mediator can be read between the lines.

The report says this:

"If the desired situation is created (in other words; when these alternative proposals and demands are met) and a positive approach is shown by the authorities involved (in other words, when the military eases up) the mediating mission could begin... (In other words, they say that under these conditions they could even head into the mountains and convince those members to lay down their weapons)."

This report is being distributed to members of Turkey’s parliament and is announced at a press meeting. Everything is very clear. In other words, there is no longer any need for satellite intelligence to monitor the activities in the border regions...

The satellite has already fallen on us...

FM: TURKEY CAN MEET WITH BARZANI
Zeynep Gurcanli*, met in Washington the leader of regional administration in northern Iraq, Massoud Barzani, who delivered the follow message:

"Of course we want to meet with Turkey..."

Immediately after hearing this I asked Turkish Foreign Minister Ali Babacan at Repbublic Day's Celebration reception on Oct. 29: "What does the Foreign Ministry think about contact with Barzani and visiting Iraq?"

"We assess that it would be right to meet with him," he replied.

It is obvious that there will be very important developments in relations with the Iraqi administration and northern Iraq...
