SIRTE - African leaders agreed Friday on a move to expand the powers of the African Union by forging a common defense and foreign policy.
The draft document was seen as a victory for Libyan leader Moammar Gadhafi, who has long envisioned the AU as a federal government overseeing a "United States of Africa." The changes will still have to be ratified by the parliament of each of the union's 53 member states.
