Rice needs more water
Obviously, it was a very difficult decision for President Abdullah Gül to make. Despite the hopes of opposition parties and skeptics who suspect the Justice and Development Party, or AKP, of harboring a secret agenda to gradually Islamize the administration of secular Turkey and who see the military as "custodian" of the modern republic, and of course the secularism principle, the president did not veto in whole or part the controversial legislation that allows officers to be tried in civilian courts and signed it into law.
Military cannot trust civil judgment
Fikret Bila’s headline story in the daily Milliyet on Sunday reminded us of a painful truth. Bila, in his article, revealed reasons for the General Staff’s objection to military personnel under certain circumstances being tried before a civil court. The General Staff sent these valid objections to the president. Gül, who has consulted the government, will either today or tomorrow make a decision about the bill.
Gül’s difficult decision
Under current presidential powers, President Abdullah Gül has to make a decision, for or against, a parliamentary legislation within 15 days after the legislation is submitted to the presidency for endorsement. That is, the president has until July 13 to make a decision on the midnight parliamentary operation of the ruling Justice and Development Party, or AKP, authorizing civilian courts to prosecute army officials and limiting the jurisdiction of the military courts.
