Police to be given ‘terror authorisation’

A draft bill handed to the Turkish Grand National Assembly yesterday aims to expand police power following a bomb attack in Ulus, Ankara that killed six and injured more than one hundred. The draft bill proposes the following amendments to the Regulations for Police Duties and Authorities:
-Authorisation of use of all types of human and technical resources and intelligence activities, including the use of cameras, voice recording facilities and the internet, to survey possible criminals. It was explained that this could also mean the ability to listen to telephone conversations without obtaining any prior permission.
- The police will be able to obtain fingerprints from anybody applying for a gun license, driving license or passport.
- The police will be able to carry out body searches and searches of cars, personal documents and personal effects after obtaining authority from the civil authorities.
- Use of force such as physical force, handcuffs, a baton and pressurized water will be authorised in that order on persons refusing cooperation. The officer will say ‘Stop’ before using their gun. If the person continues to run, the officer must first fire a warning shot before shooting to disable their escape.
